Nexstar.3 Sata external drive woun't start (by 2 users)

I have a external nexstar 3 sata enclosure with a 350gig HDD. When I switch it on one can hear the drive working, but no light comes on and the drive is not picked up by windows XP.

I have the same issue, the light comes on but windows XP does not respond or recognize
