Try hitting F8 as the computer starts repeatably until you get the next screen. You will get a boot screen. Select safe mode and let it boot. Safe mode may fix your problem.

First option: For that symptoms try restart PC then before booting press F8 to see.(for windows xp professional and home edition. operating system )
safe mode
safe mode with networking
safe mode with command prompt
enable booth logging
enable VGA mode
last known good configuration (your recent settings that worked) select this option by highlight then press enter key.
if same problem? restart PC again then select safe mode wait for booting.already use that option not yet happened same problem. Second option:You need to reinstall fresh installation of operating system like windows xp,windows vista,windows 7 version etc.

open your computer in a safe mode then save important files in pen drive or some removable drives....or scan it in safe mode with updated antivirus......or updade windows or repaire windows using installation process...........this will definatelly works..........
Boot your computer to safe mode and change the display settings to either 800x600 then save and reboot once it comes back up you can change the display setting to what you prefer. To get into safe mode press F8 on you keyboard every second while it is first booting up.
See if you can go into safe mode by hitting the F8 key right after the dell splash screen and right before the XP splash screen comes up. If you can get into safe mode try to uninstall the rangeplus adapter and try reinstalling again after rebooting the system normally.
boot into safe mode on xp. when you start the computer and the bios screen comes up start tapping the F8 key. it should take you to the boot selection screen. press your arrow keys to get to the selection "Windows Safe Mode" and press enter. when xp loads the login screen, there should be an admin account now. use that account to set users access to admin rights. if you dont want that user to have admin rights but still start software that requires admin rights, try this. right-click on the program. go to run as... and choose administrator.
If the system cannot start on safe mode probably your operating system has gone bad, to check your hard disk you can go use your windows xp disk, to boot from it press f12 choose cd rom keep on tapping enter and dont mind the message that you need to press any key to boot from cd, and then when you are on the welcome to setup page press r for recovery console, once you are there try to type in chkdsk /p and after type in fixboot and press y, and restart your system, if that wont work then your hard drive is bad.
