Having same issue, battery will not charge. Can't even use it unless its plugged into my computer the whole time. Followed the charging instructions, "turn power switch on and then use the usb cord provided to plug the device into the computer." I do so and it reads that it is charging, however the bar never goes to the green charge symbol. It said to not let it charge past 8 hours so I always unplug it before that. Even tried the recommended 3-5 hours and still I turn it on and it says right away battery low.
Usually that indicates a low battery charge or bad battery. Make sure you do not have the battery backup side overloaded with too many devices. Do not plug inductive loads with motors or heating elements into the backup. Turn the device off and unplug anything that is plugged into the bachup. Plug the battery backup into the wall with nothing attached and turn on. Wait 10-15 minutes. this will charge the battery. If beeping continues after this with nothing attached, you likely need a new battery or the control/monitoring system is bad. If beeps stop, reinstall and do not attach more wattage than the unit can suppluy
Turn off CPU, Unplug Power cable, And all usb devices, let it sit for
about 20mins. Plug it all back in. Turn on the CPU! Also make sure if
your device requires "DRIVERS" or if you have a CD download and install
that before anything.
you will have to connect it to a computer using the usb port. thats the only way to charge it once the battery gets real low. my unit did the same thing.
I am assuming that this is the First Gen iPod Touch.
My friend had this problem and the way that I fixed it for him is to drain the battery completely, so that it won't turn on. (Even the display shouldn't turn on and say VERY LOW BATTERY with a charge icon).
Plug it into the WALL SOCKET and charge it for 24-48 hours.
If this doesn't work, then the battery is defect. If it is still in Warrenty.
Visit the Genius Bar in any apple store and see what they can do
I have just the same problem. Initially the battery was flashing to say that it was low on charge even when it was plugged in, then it flashed that the battery was empty and switched itself off. When plugged in the green light comes on, but still cannot turn TomTom 710 on. Also it will not connect to the computer.

Then run the recovery tool. Select format when prompted.
