Make sure the center loading is not obstructing the water jet to the top shelf. Top shelf is only for glasses and saucers , use Jet-Dry .Pre rinse and clean bottom pan strainer from dirtdebris.
Make sure that that upper arm is free to turn. Check it while you have dished installed, because sometimes, dishes on the lower rack may stick up too high and hit it. Otherwise, check the back of the water-supply tube attached to that upper rack.... Is it lining up with the water feed port or hole at the backof the dishwasher? Is there a gasket that is either ripped or missing? And check that wash arm carefully.... Might it be split or bent? Are the holes on the bottom clear? (Those holes are usually angled to push the arm around; if they are clogged, the arm won't rotate.)
Does the arm rotate if you turn it by hand? If it does. and the top arm rotation is normal, there must be a blockage further back in the piping. Remove the arm, it us usually held in place by a nut or a clip, and check the hole, even try operate it without the arm so see if it will dislodge anything. Also check the inside of the arm again, there may be something there that you did not see earlier.

The lower housing underneath the lower wash arm may still have something blocking the water passages.
If the spray arm is clean and it freely rotates try lightly pressing down on the wash arm and then rotate it. Your checking to see that when water is applied to the spray arm it forces the arm down against the lower housing tower and hopefully does not lock up. If it does lock up while pressing down and rotating obviously you need to find out what the cause is.
You may have to remove the lower wash arm housing and clear the debris from the water passages. Once the passages are clear it should work fine.
THE ARM IS PROBABLY NOT ROTATING, CHECK INTERNET FOR APPLIANCE PARTS AND LOOK FOR YOUR MAKE AND MODEL NUMBER CHECK THE PARTS BREAKDOWN AND SEE IF REPLACEABLE.
The arm usually will stop rotateing because there is a obstuction in the arm itself you will need to remove the arm normally unclips (older machine used to scew off)When you have the arm out check all hole top and bottom and open any that are blocked rinse out arm and replace give it a wash and see if there is any improovement,let me know. i have a similar problem. water is not reaching the bottom spray arm. there. i have an underwater case for my digital camera, so i'm going to put a torch or 2 in some waterproof bags and remove the bottom spray arm and run the dishwasher to see if there's water coming out of the bottom pipe, if not, i need to try and see if there's a blockage in the system, or a dodgy valve, could be that the soldering's or the control panel's buggered.
