Question about Compaq Presario 5000 PC Desktop
My computer will not power up. When I hit the power button the lights come on briefly then shut off. Sometimes the lights will stay on for several minutes then but it does not boot up. I cannot get it to boot up at all any more.
Pick up the laptop and put it in water. now again pick it up and throw it from your terrace.
now restart the computer if you can and be happy.

I can't take credit for this as I saw it on another post when researching this same issue for a friend. There's a recall on these and you can find details here:

The Presario V6000 is part of a huge recall where HP is fixing their defective design for free. The have rebuilt 2 of mine and I have 2 more in the wings.
Here is the direct page for the recall. PS: Mine is running great with a clean install of Windows 7 on it, and it will also upgrade that wonder full Vista to something that will actually run!

Spend 30 minutes trying to understand what the tech support is saying
Come to the conclusion that you knew in the beginning: that it won't start
Send it to HP when the box arrives to put it in
Lose computer for 3-4 weeks
lose all data - including pics and video of baby son
go to www.apple.com
buy a mac

Black screen and led's periodically blink.
Power off, dsiconnect power cord, remove battery then hold down power button for at least 15 seconsd, at one point you will see a quick blink of led's. This is a hard reset. Before putting in battery l\plug in adapter and power up. Fixed mine!

Called HP on the compaq notebook i got second hand. They said that it was out of warranty and out of the extended warranty they offered to fix the known issues. But the lady said that since it is a known issue that they would offer a reduced repair cost (259 compared to the regular 299). Your own personal call with the cost of laptops getting lower...

A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: compaq presario power supply
You probably need a new power supply. Check the capacitors inside the power supply, they're probably popped. If they're not popped, bring it to a computer repair shop and have them test it. Your board could be bad, too.

Disconnect all devices from the power supply EXCEPT the motherboard
Remove any extra cards including video etc.(plug monitor into the onboard)
If you hear any beeps these can indictate where the fault is.
either of these sites below will help you further with that
Beep codes Pc
More beep codes
Power up the pc and see if the fans are working.
If not then double check the power connections to the board.
If you still have no fans it is time to suspect the power supply as the probable cause.
If the fans worked then you should have gotten a display which told you there was an error and offering you a chance to go into the BIOS. ignore it and shut down the PC.
Now connect one drive only and boot again.
Repeat that until you identify the component that is giving you a problem.
Once you find the problem then remove or disconnect and carry on with the rest to see if another component might also cause a problem
If there is only one problem device then you may want to investigate that device further, Unless you don't mind replacing it
