Dear Customer,

is your system under administrator if than you have to permit your user to perform this action ,

1 more thing you have to know that is some name folder cant made at desktop cause of internal kernakl programme fatching,

so try to make some folder named general name which havent any named similar to programe codecs,

try to make easy named folder
