Connection status unknown & Firewall couldn't be...

I am having lap top Toshiba Satellite X200-15K and presently facing problem that I can't switch On Windows Firewall and also there is in botom right corner network status icon with red cross over it even when I am connected on network. If mouse pointer is over it then I will get message to connection status is unknown. If then I tray to work network wizard following mesage will apear- The Dependency Service or Group Failed to Start. Please help me if you know solution for this problem.

Dear Customer,

you have to activate your windows firewall than that red cross icobn will remove from your right side taskbar,]

1,first go to control panel than open windows firewall programm

2.than you can find to radio button 1 is green colored for activating & 1 is red colored for deactivated ,now you have to reactivate your firewall than you can remove your message from your taskbar,

do it & run safely your windows,
