Question about PC Desktops
Some antivirus or some software running in background may be holding some file handles open in that drive...
Easy solution will be to close those applications and try ejecting again.
Round the way solution will be to disengage all handles to your drive by 'searching for any' using special process manager tools and then ejecting the drive
