I would suggest when turning set on cold---turn color all the way off and examine screen as set warms up---if red to some degree but gradually becomes black and white the issue is either a "touchy" red screen control on the screen/focus block or a problem on the circuit board plugged to the bottom of the red tube.
I guess the real question is how long until it is normal?
The flashing power light on those Toshibas is usually caused by capacitors on the power board having failed solder connections. I have fixed them before by removing the power board and resoldering the capacitors. If you have experience with soldering and electronics it is an easy repair. Most shops will recommend replacing the entire board since their labor to repair it would probably cost more. Toshiba put out a service bulletin on this issue which a good technician should be aware of. (If memory serves the capacitors are C109 and C110. Since your TV still turns on you probably haven't blown fuse F860 which often blows when these capacitors act up.)

Could be a bad board within the tv but it is sometimes the source input meaning it could be dvd player, cable/satellite box, etc causing the loss of color but it is unlikely. I have one of these tvs and they use red green and blue projectors to reproduce the colors so when the red projector fails then you get purple which is green and blue colors combined without the red. I have found it to be sometimes a bad connection inside the tv and I found insects such as roaches inside others. Using extreme caution when opening the rear cover of any tv due to dangerous and fatal high voltage. You might find that simply cleaning out the inside of tv and reseating all the connectors might resolve your issue otherwise you would have haul this tv to a repair shop where you pay half the price of a new flat screen lcd for just repairing this tv which will probaly have another color go out next month.
this indicates to me that one of the convergence convergence output resistor has open. there is a slight chance that the convergence ic amplfer is at fault. but the fact you can go left and right and not up and down makes me feel its the resistor. IM sorry thats techy talk. do you have any electronic traning. let me know make and model and ill try to get the component number and value for you
Its recomended to replace both at the same time as each IC controls one color and half the green so when one goes out the gree tends to weaken the other. You can get them with free instructions at the following link. http://servicemanuals.vstore.ca/
