A flashing yellow light usually means a low battery. When the light turns green, the battery is fully charged. It is helpful to list brand and model number because flashing lights similar to beeps from a computer, are usually brand specific codes which can be looked up on a chart to interpret.
It means the battery charger is trying to charge the battery. If the battery is 100% chargeable, then it the light will not blink after some minutes, otherwise the battery is bad (100% or less).
If both lights are on and both are flashing the charger is reading the battery as defective and the charger won't charge the battery. If the Red light (yellow if plastic is faded) is on and the green is flashing the charger is trying to charge the battery. If the battery won't charge replace it.

can you plzz be more specific , you have an issue with the batery charging , but you are able to turn the system on with the AC adapter connected to the laptop.
you can try updating the BIOS of your computer from the website support.dell.com also restore defaults in the system setup...
