Microsoft Outlook 2003 email

Pictures from safe senders are not downloading. I think I inadvertently changed a setting, but cannot figure it out, despite a lot of effort. These are all from commercial senders where I requested HTML email. I have checked the options section, checked safe senders, the automatic download sections without success. Thanks in advance!
