I've had a very similar issue on many Dell Monitors. Mine have been under warranty and they usually send me a new monitor, but I believe the issue lies with the power supply within the monitor.

I had the same problem...apparently the Syncmasters have some caps that are known to go bad pretty often. They will show visible swelling on the top with the slits. If they are flat they are probably good. The 820uF was too hard to find so I used a 1000uF with the same voltage. I had two caps blown on two different monitors so be sure to check them all.
