Have an old Hoover steam

have an old Hoover steam Vac and it will spray the cleaner down but will not **** up the cleaner. The red ball keeps coming up right away. What is the problem?

Check the filters, make sure they aren't clogged. Also if this has the foam filter on the inside of the tank lid, make sure it has at least a 1/4 is gap from the top.
