The fan motor on my window air conditioner starts out at what seems to be about the right speed for high but varies and slows with time. It does not matter whether the compressor is running or not as whether the fan slows. The fan motor gets hot however the wires leading to the motor do not get warm.

THe motor is drawing the correct amps. The a/c unit has only about 5 months use on it. The motor becomes too hot to touch but does not draw any more amps. The bearings are very smooth.

If the fan motor has a capicator it could be bad. A bad cap will pull the motor down. If there is no cap then the motor beatings could be going bad. this can be checked by matching the motor amps with the rated amps on the unit information tag.
