Make sure the water is at least 12 degrees--run water to hot at your sink before starting the dishwasher.
Soak the filmy items in vinegar for about 5 minutes and rinse. If the film remains, it is probably etching caused by either using too much detergent, water that is too hot or by prewashing.
If the vinegar soak removes the film, you most likely have hard water; Just adjust the amount of detergent; you manual should have guidelines on this.

Dishes are coming out filmy, not sure if it's soap or what but glasses are becoming more and more clouded. Doesn't seem to matter weather things are on the top or bottom rack

Try adding some "Lemi-Shine" to the soap dispenser with your regular detergent. With the removal of the phosphates in the soap, this is a common result.

Spotty, filmy glasses

Even if you are sending it 120 degree water from your hot water heater, if the internal heating element has failed, your will get poor cleaning, including a film on your glassware.
Replacing the heating element will almost certainly fix the problem.
Good Luck!
