Have you the right regional keyboard? Check your settings in control panel> regional and language settings. Also check system> hardware> device manager while your there to ensure you have the right driver installed.
If both are OK then it could be damaged keyboard for which you can plug in another keyboard and use that or use keytweak to remap your keyboard as it's not worth the money to replace the keyboard for one key.
