If you forget your PIN, it's possible to reset it by following these steps:
Open the System Settings software from the HOME Menu.
Select Parental Controls and tap "Forgot PIN".
You will be prompted to enter the answer to your secret question. Once entered, you will gain access to the Parental Controls front page. You can reset your PIN here by tapping "Change PIN" and following the on-screen instructions.
If you have also forgotten the answer to your secret question, you can have a master key sent to your registered email address by following these steps:
Open the System Settings software from the HOME Menu.
Select Parental Controls and tap "Forgot PIN".
When prompted to enter the answer to your secret question, tap "I Forgot". If the partial email address displayed on screen is correct, tap "OK". The system will connect to the internet and display further information. Shortly an email containing a master key will be sent to your registered email address. The master key is valid for 48 hours.
You can also remove the Parental Lock Code online on the Nintendo Website you just have to pay $0.50 and need the Serial Number which is in the bottom of the 3DS and the Confirmation Number and you will get an email with the Master Key took me some time to figure it out and it was easy. Option 7 thats in the bottom.

Find the Nintendo phone number ad give them a ring then on you DS DSi 3DS DSi exel or 3DS exel go to parental controls and say i forgot twice and the person on the phone will give you a master key the hacks dont work unless you have a wii
Unfortunately the only place you can get the master reset key is from Nintendo directly and they will not give you the code unless you have some proof you bought the DS in the first place they will not help you defeat a parental lock and if you never properly registered this unit in your name there's a good chance that you will never get it from them. that's a security measure to keep kids out of it and also to keep someone who may have stolen the DS from gaining access to the unit.
Go to parental controls in system settings. When it asks 'Change
Parental Controls settings?' tap yes. When it brings up a numeric
keypad, tap the center button, "I Forgot". Next, tap "I Forgot" again.
Now you will be shown a screen with a number at the bottom (the 'inquiry
number'). Go to wii.marcansoft.com/parental.psp on your computer and
enter this number in the field marked confirmation number. Set the
current date in your timezone and click get reset code.
It does work for the Ds! You just have to choose the correct time zone after you enter the code!
The master key is different for every DS system. Call Nintendo and get
to the DS helper. Then you tell them your inquiry number and they will
tell you the master key. You must provide proof of ID, your inquiry
number on the DS and your DS serial number.

To know the master key for the Nintendo DS (presumably because you had
forgotten your parental control key) call the number 1-800-255-3700 and
follow the menus on the phone until you can talk to customer service
about Nintendo ds.

Ok...If ur DSI is locked up and you can't go change your parental controls, follow these instructions...Go on DSI and go to parental controls and click the I FORGOT box twice. Then ou come to a screen that has an inquiry number...call Nintendo at 1-800-255-3700 between 6 am and 7 pm and give them your inquiry number. They will give you a master key... go to the next page on your DSI and enter the master key...then you should be able to retrieve your old pin number and SPecial question answer. :) hope this helps all yall
