Does the pump keep on running or does the compressor shut down and the pump stays running???
Sounds like you may not have flow through the ground loop and it is shutting the compressor down...

Testing the pump can be confusing...
often an amp metter will tell you if the motor is running, but I have had the impleers srip off the shaft or even break so even though the motor is running that does not mean that the impeller is...
Often times the motor will sieze up and not spin at all but the motor shoes it drawing current...so that can also happen...
best way to check what is going on is to check temperatuer deferential when there should be one and also check the amp draw of the motor at the same time.
You get current draw and no temp. differential then pump is bad...

I have the exact same problem with error code 13 on my Rheem/Ecosense 180dvn . The unit ran good for at least a year, and then I started getting the same error 13 every few minutes. I called the Rheem service department, and they told me to check the vent installation as well as the gas pressure. I reinstalled the vent with new seals. I only have about 6 ft of vent, so there should be very little resistance. I checked the gas pressure, and it shows 9 in H20 pressure, which is well in the range recommended. The service center scoffed at the suggestion that it could be their circuit board. I am totally at a losss and at the verge of ripping this very expensive installation out of my attic.

my 23 year old pump type 15-18 is not a 96 type but is on the side of a water source heat pump -takes water from oround the motor and moves it to hot water tank and back again but does not seem to be starting up - how can it be tested please
It was no power due to bad contacts at the relay -cleaned
