There are no browser on playstation 2, for an online play you need a network adaptor or slimline ps2. Still when i checked for example killzone 1 multiplayer like 5 years ago one lonely person was playing so it's not worth the cost and trouble.
Is that the only disc you seem to be having the problem with?? If so try getting the disc repair kit and using that. I had the same problem with mine but it was only some of the discs. The ps2 slim can be very sensitive and even the slightest defect in a disc will cause it not to recognize there is even a disc there.
Have you try other controller..!? There might be a problem with the controller, firstly test your controller on port 2, on ps2 menu browser press random of button, if its work you have good controller.. the generally, the problem is rare with the console port.

Seeing how most of us are from different parts of the world it is a Playstation problem. Just bear with them. You won't be able to play anything that needs to be online or visit the store. Most likely they are just updating or fixing a large problem and will have an update out within the next 24 hours.
Something may be wrong with your Controller port or the Controller itself if you cannot get out of the Browser Config Screen. Try a different Controller, or Plug you controller into a different port to see if you gain any ground. normally rebooting the console with a game disc in it will start the game automatically.
