I have dell printer 3100cn showing 004-321 and showing re start your printer. i restart my printer still showing same problem

You're having a problem with your drum unit. You need to start by getting yourself a new drum unit. Then remove the drum. turn the printer off and on. when it asks for the drum, install the new one. if that does not help, call support (1-877-459-7298) and they will probably replace the drum.
You can also check the Dell tech article here for more assistance:

Hope this response helps you out.
Best of luck!

I am getting error message on dell printer 3010 004-321. What do I need to do?

This error is common mostly on a Dell 3100 but the error is pointing at an issue with the drum with in the unit. I did read up on this and it is fix able but you could still run into the issue not far down the road again. I would try replacing the drum on the printer and the issue should be solved. If this printer happens to be under warrenty still I would contact Dell and let them know. They will more then likely replace the drum if the printer is still under warrenty.

Try replacing the toner cartridge. This seems to be a problem with the photo-sensitive drum, which is located in the cartridge.

Dell 3100 CN Prints a stip on black all the way

There is a known issue for these printers to "streak." If under warranty, call Dell. If not, there is a fix
for the defective drum unit design but requires a little technical expertise.

The procedure is explained here:

Dell printer

Error code: 004-332

This type of error code implies that you need to restart the printer again. However, do check to see if toner cartridges are seated in the proper position. Also ensure that they have been locked in.

Dell 3100 CN replace drum cartridge

No. There is no reset as there is with some units. This unit actually knows via a smart chip in the drum unit if it has reached EOL ( end of life ).

This could be caused by the scanner(printhead) image drum or fuser.

I have found no way to do this, the only option is to replace it, there is no reset like the Dell 1700 series.

Dell 3100 printer ghosting

Ghosting can be caused by two things. Either too much toner is being laid down which incurs a starvation of it. Or, the image is being repeated due to a problem with the drum. In your case, I want it to be the "too much toner" deal, because a drum replacement can definitely be more costly in comparison to a design change. Yet, if it is under warranty, the drum will be replaced at no cost.
