Make sure the lighter cord is getting power to the Garmin, first thing. You can measure it with a voltmeter. Try to ensure that the contacts are clean (you can sometimes use a qtip and alcohol or electrical contact cleaner). Next, after you know the power's good, insert the adapter end into the Garmin. If you can wiggle it and make it come on, the jack in the Garmin may have a cracked solder joint on its legs. You have to take it apart to fix that.
