This is a common issue with that brand of Toshiba. The onboard RAM is defected and puts a default password on the BIOS to lock it. There is no way to fix it but there is hope. You can contact Toshiba and they should honor the extended warranty they issued for this model. They will ask you a few questions to verify it is in the effected recall.
Unfortunately, the onboard RAM for Toshibas are soldered on and very difficult to replace, making this a complicated issue.
