Need help installing belt on Hoover self propelled upright vacuum
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. SOURCE: How to change a belt
A very easy procedure!
Look at the front hood of the Purepower (where all the lettering is including the 1600 or whatever the model number and name is located at) and you'll see at the back two screws either side where the back wheels are. Unscrew these and then prise using your hand/fingers the floor selector dial knob off. Once that's done the hood will pop off and you can get into the roller brush and drive belt. Then simply lift out the roller brush and fit a new belt.
This method is for all Hoover Purepower models and DustManager uprights.

It sounds like the brushroll has caused your belt problem and will be the cause of your burning smell as well. What commonly occurs is that carpet fiber,hair,string, thread,etc got wound around the brushroll and some will get caught in the end caps which is where the bearings are.The end caps need to be removed and cleaned so that the bearings can allow the brush to rotate freely.Check that there is no melting of the end caps or the base plate where the end caps fit into the machine._Good Luck

Well there is only turning the vacuum over and see if the brush is rotating.
If it is not moving then you need to replace the belt.
If you need to know how to remove the bottom plate to replace the belt, please post the model number, the numbers you posted above are not the kenmore model numbers, the model numbers will look like this
