If it's over revving then more than likely the problem is in the governor. The governor is under the fuel pump and thats what regulates the engine speed.

I have just rebuilt one for our Westerly 21. This is from my Petter 'A' range workshop manual:-
The water cooled engines (AC1W etc.) are:cylinder head nuts: 30NM (22 lbft) except 32.5NM (24 lbft) for the one that also holds the rocker.
Valve clearances are 0.1mm (0.004") COLDReset valve clearance after one hours running since torquing the head.
Retorque head and set valve clearance after initial 20 hours running
I believe Mini-6 refers to the water cooled engines but just in case, the air cooled engines are 27N (20 lbft)
