Question about Washing Machines
Usually when the belts burn out and smoke, it's because the motor is turning the belts but the tub is not turning, therefore the belts get burnt. It is very common and possible for the tub bearings to be seized up or the coupler is bad and the tub won't spin. Try spinning it by hand. The tub should spin really easy. If not, I would think about checking or replacing the tub bearings.
