It sounds like the speed sensor is not close enough to the magnet, or the speed sensor is bad. it is located inside the motor area, next to the pulley on the front roller. well depending on what treadmill you have. it can be shaped like a pencil but shorter. make sure it is about a centimeter away from the magnet that ison the flywheel. once you have moved it turn on the treadmill and try it, if it doesnt work then move the belt with your foot and every time the magnet goes past the sensor you should see a light flicker on the control board if not then the sensor needs to be replaced.
