Hi, Mark,
My recommendation would be to boot your computer into Safe Mode, go into
Control Panel>System>Device Manager and delete the modem that is only
partially installed.
Remove the modem and reboot.
Power down and reinstall, physically, the modem, making certain that it fits
firmly in it slot.
Now, reboot and see what happens. I have seen modems in the past that had
bad Plug and Play chips and could not be installed, but they have been the
few exceptions.
You don't say if this is a software or hardware modem, and the only reason I
would ask is that a software modem will see the virtual communication port
(com port) on the internal modem first. That will be installed, and then the
modem files will be installed.
