Although you are not clear enough about "get a notice bad...", I have to suggest you these:
Try with another dvd disk. These kind of problems are due to disk errors or dvd rom mulfuctions. If it occurs on various disks try using a cd/dvd cleaner set, a wet one is better. Follow the instructions on the set. The main idea is to put one drip of the included liquid at the set (usually isopropyl alcohol) at a specific place (like small brush) on the disk surface and play this disk. This way the "brush" will clean up the laser lens and after that the cd/dvd player will be able to read the disks. BE CAREFULL not to put too much liquid on the "brush".
In case of receiving this error message at all disks and the cleaning set didn't help, you have to replace the dvd rom.

Open up the disc tray, blow inside real hard 3 times or use a can of air duster to blow of the laser lens eye. If cleaning doesn't help, reinstall the software and drivers. If that doesnt work, then replace the drive.

Cause you posted into the desktop section ...I will assume that you are talking about a dvd inserted into a dvd drive of the computer ..In this case you have to check the region code of the DVD disk ...cause if your drive is not on 0 code will not play all DVD'es ...and I suggest to install this player and see if they will playback ..
Also ..if the disk is a HD-dvd ..will not play in a DVD drive without the capability to run this kinda disks..
anyway ...try this player ..and load the disk and click right on the disk in My computer folder ..and choose to play with ....vlc
also install this codec
If you are talking about a DVD player ..than it is only a matter of region code..and this usually is not something that you can change without risking to damage the player ..and n this case I will advice to copy it into a computer with a code 0 drive ...and after that burn in again using Nero to play into any dvd player
