Question about Televison & Video
The fault can be relative to the horizontal/vertical sections. Most possible as you mentioned inthe verrtical section if this is the retrace showing back.
Try to check the electroltic capacitors in this section , if vertical height is good and even check for small values around the vertical IC. Loop with a similar valve parallel to confirm than to remove and replace as it becomes a tiring job but make sure that the capacitor is discharged after connecting to the earlier one.
If there is no change in the line or shape check if there is the same issues around the vertical/horzonatal signal path.
The noise can also originate from the Y process sections or in the defflection coils , analysing the vert/horz signals could be good .
