I want to make sure that I understand the problem correctly. Your computer is not booting into windows? Or does it boot into windows but there are no icons and start bar? You will need to boot into safe mode, or open the boot options. try hitting f8 several times when the computer is first starting up. Then I would try choosing, booting to last known good configuration. If you can't even access that menu by hitting f8, you will need to use a windows disc and boot from the cd rom and do a repair of the installation.

If I understood you correctly, you're describing a well known situation, often referred as Black Screen Of Death, or KSOD.
I'm guessing you have a Windows Vista or Windows 7 installed on your computer... so, to fix your problem, kindly follow the instructions here.
(*It states Windows Vista but it works for Windows 7 as well!)
