The symtom your describing is that of a worn or loose belt. There is a belt safety switch on the motor mount that is actuated by the travel of the idler arm. If the belt is worn stretched or broken the dryer will not start because the belt safety switch has actuated.
This is a matter of changing the dryer belt. In the process of the belt change check the drum felts front and rear for excessive wear, Worn drum felts / seals can losen the belt so the idler travels to tighten the loose belt and can cause the belt safety switch to be activated. .
BEFORE you go directly to the belt as the problem check the door switch. You should hear and audible CLICK as the door just opens or closes. No CLICK = no start. I.e bad door switch.
There are a few other possibilities but these are the 2 most common. If none of the above is related to your dryer or you need more assistance please respond with your dryers' make and model number.

I really need your model number but. Lets start from the begining. 1st off after changing all parts you mentioned and you still do not have power. It would lead me to think there is an input power problem. IF this is an electric dryer there are 2 circuit breakers for the unit. Many times just ONE of them will trip for unknown reasons. So what you end up with is 120V on one leg of the dryer cord. That will allow some things to work and others not to work. Go to the Main CB panel and physically push both dryer breakers HARD to OFF so that they reset and then back to ON. Check for 120VAC line to neutral (ground) on the dryer plug terminal block from each of the 2 outside terminals to the the center terminal. Then check just the 2 outer terminals for 230VAC. Keep in mind the danger of working with LIVE circuits. I have actually seen where I had power at the breakers and missing one log at the dryer. Usual causes are either the recepticle or the dryer cord. It is rare but it does happen.
Additionally there is a belt safety switch located aound the motor mounting area that is actuated by the drive belt idler pulley. If this has been actuated due to a loose / worn belt the dryer will not start. (The switch is adjustable on its' mount) The belt cn be good but the drum seals can be bad causing the idler arm to travel far enough for the belt safety switch to be actuated.
It can also be a broken wire or bad motor switch on the motor. The only way to prove that is to chase the power lead to and from the motor at the timer / board control wires.
Take a good look at the picture and the board checks on P3 with a meter. Since you already changed the touch control board and the control board it puts the "what if" thought in my head... i.e what if there is a short in the dryer that damaged the new board. Lets hope that is not the case.
Since I do not have your exact model number I can not look it up to see how that would affect your dryers operation. The model number is very important to any expert here to try and help you to resolve this. I am still talking in generic terms and not machine specifics due to a lack of a model number.
