If you have other account that has ADMIN rights on your machine then this steps will going to help you.
Log in to that account then restart the user profile service by pressing the windows button on your keyboard plus the letter "R" on the run type services.msc then press enter services window will appear. scroll down till you see User Profile Service. Right Click on it and then choose restart. Restart your machine and this should fix your problem.
