That small relay is the main power one: it goes on and off because the protection system of the power source has detected a najor overload / short on one of it's outputs and tries to shut down the source. You need to test the output voltages, the faulty part will be on the one that is way lower than normal. Once you know which it is just follow it to every part it powers and test them - start with the capacitors and the transistors.

It sounds like the power board is failing or has failed inside this TV, that's usually what a clicking like you are experiencing indicates. I am also confused by what you mean when you say the blu-ray switch inside the unit, there is no blu-ray built into this tv, it is just a simple 27" standard TV set. Regardless it will need some major work to say the least, it is cost prohibitive to do so, I would recommend you replace the TV. You can get an equivalent or slightly smaller sized LCD (flat panel, flat screen) TV for a very low price now-a-days... Here is an example:

My RCA 27V530T has sound bu t no picture. Could this just be the picture tube?

Hello
There are many reasons for this fault, and picture tube is one amoung them; but a very rare case. Normally, for all picture tube based TVs, short in the windings or the LOT [Line Output Transforemer] is a normal case. If this occures, there will be no picture or screen at all, as all voltages to the picture tube, including its filament voltage are derived from this transformer. Check this first. If it has faulty, the drive transistor [horizontal output transistor] will also will get leakey. First check this transistor. If found leakey, replace it with same type and number. Switch ON the set for a short period of time, say 5 seconds or so, and check the heat of the replaced transitor by touch, after unpluging the set from AC mains. It can be some heat with this transisotr, but it should not overheat. If it overheats, make sure that the LOT said above is damaged, and should be replaced with same type and number. All these components can be bought from open electronic spare part selling shops at your town. You can do this work by yourself at home, provided must have sufficiant testing and soldering equipments; and a sound knoledge in electronics.
If you don't ahve these, get the TV repaired by any experienced service technician, of by the authorised service center for RCA at your town. OK.

Turn it on i hear a click but no picture, about 10 seconds later the tv clicks again like it's turned off

Sounds like your tube is out. To fix it would cost more than the TV. Try to unplug it overnight and try agian. Post again when you try that and we can try something else.

Unusable Signal

I have exactly the same problem, with my RCA F27645. I can find no answers on the internet, so far.

I have 3 ideas.

1) The digital signal receiver must not be receiving the DVD signal properly.

2) Coaxial cable receiver (the little pin plug) problem

3) Digital TV (broadcasts) causing havoc on older TVs.

sounds like you have a bad solder connection on the coil connected to the base of the horizontal o/p transistor. the flyback has the big red wire. ( do not touch, just for reference), to the left and forward a little on a heat sink will be the transistor. on the other side of the heatsink,( a little more forward), you will fond a small coil on the board ir is red & you can see the windings. locate this part on the bottom of the board & resolder this part. good luck.
