Go according to the following steps. Please take into account that the restricted code does not depend on your location or area but might depend on the SIM you are using.
follow these steps
(1)Change your SIM to another company's SIM and try to use your phone.
(2) If the phone still asks for restricted code than it is obvious that the settings of the phone is disturbed.
(3) You must be having a pin whole in your mobile phone. Insert something sharp in it like a tooth pick, needle or a common pin. This will reset your mobile phone.
(4) In case when you change the SIM if you get access go to settings of the mobile and change them removing the restricted code.
