It is washer/dryer. Which means it will take out all the water from the clothes during spin process but will not completely dry the clothes as done in the other dryers.

Only half of the heating element works

i looked up your model andfound it to need part number 3401338, this is the heater, i cannot see howe only 1/2 of the coil is going to light, its either on and all lights or its gone bad in which case its never gonna glow, its one filament like a lightbulb as long as the filament is good its alll good. too long to dry or extendedd dry times is most likely an issue with a blocked/clogged vent hose

I am assuming "how" means hot in this sentence, if so, I think I can help! There is no "steam drying" phase for your dryer so what is probably happening is; the wet clothes are being heated properly [as a result causing steam] however if this steam does not escape frum the dryer it will simply condense back onto the clothing [leaving them moist/wet].
Check your flexible tube from the dryer and the vent on the outside of your home to make sure they are unobstructed. Hope this helps!

The Whirlpool Ultimate Care II cannot be outfitted for a standard 115 VAC wall outlet. Your dryer is a 220 VAC appliance. It needs to have it own dedicated 30 amp, 220 VAC circuit with the proper outlet and power cord installed. The dryer heating circuits and timer will not run on 115 VAC. I think you need to reconsider what you are about to do...
