Question about Canon PowerShot SD1200 IS / Digital IXUS 95 IS Digital Camera
This is what is known as image distortion. It's most often the imaging sensor that's behind the lens. It's not expensive to have repaired but it will likely need replacing. A great place to have that exact problem fixed would be at: www.camerasandparts.com They only service canon powershot cameras and they have excellent flat-rate repair packages for all problems on these. Yours is listed on their site under their complete service and repairs. It's called a no image or a distorted image problem and it runs $79 for everything to have it repaired. They even include the other servicing for the camera plus a 90 day warranty on the whole camera and shipping on the way back is covered as well.
