One of your safety switches are not being operated. There is one on the seat, one on the brake, one on the mower deck and some have them on the clutch. But check to make sure that they are all making.

I have the same model and had the same problem. Ended up being a bad bearing in one of the deck pulleys. You can find it by disconnecting the drive belt for the blades and turning the pulley by hand. One of them is going to be a lot tighter than the other. You should probably replace both while you have it torn apart...
