This is usually an indiction of a cracked flyback transformer or splitter block, the spitter block is responsible for dividing the high voltage between the three CRT's or picture tubes. This could also be caused by a open tracing in the Horizontal scan circuit, Sometime bad horizontal caps go bad and cause this error also, there could also be a cracked picture tube at its neck, the best way is to take off the back and make the room dark as possible and stand a short distance away and have someone turn on the unit, you will see the arc of blue high voltage from the defective part.
the static sound may be due to a defect in the high voltage circuits, IE Fly-back transformer or and voltage multiplier, posibly high voltage leads to the CRTs arching to ground, finally horizontal sweep circuits
