Haaa, HP offered on-line services if only if you pay...but it won't do any good because it only could solve low-end user problems who don't know how to connect computer to router/modem, who don't know how to stop invader steal their internet services(most low-end users even didn't know it) thru wireless router...
uless your computer still could run internet at least O.S/Bios, beyond that you can't solve your problem by on-line services, or phone-services.
