Check your video card and try to go to windows recovery console or advance boot up options it seems the monitor self test passes!! if your video card is fine then its a video driver issue.

Another thing to clear up is to find out what you were doing before it started having this problem, be specific.
SkinWill is correct. If a speaker is not hooked up and it is bad memory (typical cause of black screen), you will not hear the beep codes. It has been a while since I have seen the inside of that model Dell.
Are there any beeps? if so what is the sequence of beeps? Also is there a speaker hooked up?
