If you have another pc or even a laptop available that has a video out connector matching your monitors plug, you could try connecting it to see if the problem goes away or stays.That would tell you if its your monitor or pc.
If it stays then check the cable ends for lose or dirty connection(s)on the pins where the monitor or pc connects to each other.
If you dont have another pc & If its a pc we're talking about and the plug(s) is/are clean & tightly connected, then a loose video graphics card could also do it.
If your graphics are intergrated within the motherboard then your monitor may be faulty.
