Why does your daughter think that? While a whole house surge protector is something I can't recommend enough, it's highly unlikely that the average power surge would take out a vacuum. The usual suspects are not plugged in all the way, the filter has never been cleaned, the cord has a tweak, break or is exposed somewhere or the vacuum's fuse blew (if it was a power surge, that's where you'd want to look.
Your owner's manual should have instructions for changing the fuse, if not, take it to a certified Dyson service store and have them check the fuse for you. :)
Check if it has fuses and replace them. Check the circuit breakers and where (wall outlet) you're connecting it by connecting for example a lamp that is known to work somewhere else. Check that the dirt bag's empty. Get a technician or a new one as a last resort. Whatever's cheaper.
It's clogged up and is choking get out the manual and do as it asks . if you don't have it anymore you will need to down load it. bacause your not as smart as you thought you where when you threw it away, do what the machine asks

It could be the trigger assm could be broken and is not releasing the solution and or water, or the valve under the water solution tank is not releasing the solution. Please check with your owners manual in the trouble shooting manual or if you do not have a manual, call the Hoover factory cust serv and give them the brand name and model # so that they can send you a new owner’s manual. Your local vacuum cleaner dealer should be able to do a diagnosis of the problem and can give you and est of the repair.
