Go to contacts and then to the contact that you want to unblock. when that contact is opened on the screen go to top right/left corner and press a 3 dots symbol and then select unblock contact.

Touch the letter i in Circle (Eye-Circle)
Push text details all the way up
At the bottom is Block / Unblock this Caller

Depending on what device you currently use the steps to fix this may differentiate.
For most devices you will simply access your contacts and select the individual you have blocked, and simply unblock them. Please contact your mobile provider for more assistance.

How do I block or unblock a contact?
You can prevent a contact from sending you messages by adding their phone number to your Blocked list. To learn more about the effects of blocking a contact, see this article on blocking contacts in WhatsApp.
On iPhone, there are two ways to block a contact:
Use the Block button which is displayed when you get a message from somebody who is not in your address book:
Go to WhatsApp > Settings > Account > Privacy > Blocked, then tap the Add Newbutton to add contacts from your address book to your block list.
To unblock a contact, open the Blocked list with the above steps, slide your finger to the left on the contact you wish to unblock, then tap the Unblock button.

It depends on what type of phone you got. In order to unblock a contact Android, you should open Whatsapp, go to settings, select chat settings, and choose blocked contacts. Then, long click on the contact you want to unblock and select unblock.
To unblock a contact on iPhone: open Whatsapp, go to settings, select chat settings, and choose blocked. Then choose which contacts you want to unblock.

Usually to permanently unblock the number, you need to contact your phone service provider and ask them to unblock your number. You can then block it per call if wanted by dialing *67 before dialing the number.
