Yes, they can. USB is your best bet. Some older laptops have the PS/2 type connector, but only 1, so you would still need either the USB keyboard or USB mouse.

What to do when message says keyboard is unplugged

Is this a laptop? Is this a desktop computer with the keyboard connected via serial ports in the back or perhaps a USB port? Check the connections to ensure that it is plugged in properly and that there is no damage to the connecting wires. If it's your laptop, please go to device manager (search for it) and right click on the Keyboard and check its status. If there are updates, update the device driver.

Previous to that, restart your computer to reset any error cached in volatile memory.

How do i set up my inspiron laptop so i ca have a desktop keyboard?

I dont get exactly what do you mean by desktop keyboard...but ...first I assumed that you have damaged your keyboard ..or you just are not comfortable with the one on the laptop and you need to plug one external...this is easy ...all you need it is a USB keyboard ...which you will plug and go ...all you have to do ..its just plug it in usb slot...and restart the laptop ...if you have a ps2 slot for keyboard will work too..usually dont need a driver ..just plug and restart ..
if you are talking about a keyboard virtual on the desktop.. you just go at start ...all programs...accessories ...accessibility...and click on screen keyboard...
this will place a virtual keyboard on screen tht you will be able to handle by mouse...
