Adobe does a rather poor job of converting a PDF into something editable. If you do a Google search on How to edit PDF files you'll find a number of programs that fill the bill but they cost $$$.

PDF Password Recovery 5.0 is an easy-to-use tool designed for removing asswords added to Adobe Acrobat PDF documents. It helps to decrypt protected Adobe Acrobat PDF files, which have "owner" password set, preventing the file from editing(changing), printing, selecting text and graphics(and copying them into the Clipboard), or adding/changing annotations and form fields. Pdf decrypt is being done instantly. Decrypted file can be opened in any PDF viewer without any restrictions -- i.e. with edit/copy/print functions enabled. All versions of Adobe Acrobat are supported. It also recovers document open passwords. http://www.recoverlostpassword.com/products/pdfpasswordrecovery.html

I AM TRYING TO FILL IN AN APPLICATION FORM IN A PDF FILE AND I DON'T GET ANY OPTIONS TO HIGHLIGHT TEXTS. IS IT BECAUSE THE COMPUTER I'M USING DOESN'T HAVE MICROSOFT WORD INSTALLED?

What program did you use to open the PDF? If you opened it with the default program, you probably used Adobe Reader which does not allow you to edit PDFs. You can import PDFs into several Office suites with add-ons. For example, Open Office 3 has a PDF add-on that lets the PDF be opened and modified in Draw and Impress. There are also online PDF editors and some low cost alternatives to Adobe Acrobat is the full program that makes PDFs. PDFill PDF Editor gets some good reviews
http://download.cnet.com/PDFill-PDF-Editor/3000-6675_4-10295757.html
as does www.pdfescape.com/ (an on-line option). Please note that most will put their logo on your document as a footer or somewhere unless you use a paid version.

I hope this helps.

(word does the PDF import more easily as I recall (possibly with an add-on) but there are alternatives.)

Cannot edit pdf using Adobe 8 standard.

Not all PDF files are editable.
some of the PDF creators secure the file so that you will not be able to edit or even print it.
To know the details, please open the PDF file and click on File Menu and select Document properties.
Click on Security tab in the document properties window. Now click on Show details button in the scurity tab.

If the option "Changing the document" is set to Not allowed, we cannot change / edit this document.

Adobe Acrobat 7.1

Usually if this message appears that means you have a problem with the link from adobe to word, because the virtual printer installed by adobe has to work in order for you to save the documents you edit. Some of these messages don't have a real meaning and they are just a message bug, but if you can't save the documents you edit then you need to reinstall the adobe acrobat.
