Carburetor possibly needs cleaning. Initially, remove air filter, start mower and while it is running, spray some aerosol carb/choke cleaner into the carb thru air intake area. Continue doing this several times but not too fast or heavy to make it stall and then spray it heavily until engine dies. Let it sit for several minutes and then try a restart. If no difference in performance is noticed, carb may have to be removed and cleaned in bath-type cleaner and governor settings will need to be checked also.

Probably has partially clog idle mixture ports which will require a carburetor cleaning to fix or simply need the fuel idle fuel mixture adjusted.

Michael it sounds like there may be a blokage on you air filter. Check it and clean it then make sure there is not too much oil in the mower.

Honda engine surges


Surging or hunting as it is know is due to a fuel blockage in the carb, if the main jet is part blocked you need to clean it, remove the float bowl and blow out the jets with compressed air.

Governor keeps surging fast and then slow


Check to see if the engine runs smooth will slowly pulling choke out. if it runs better without surging, then its a carb problem.
Also may have an air leak in carb gaskets

If this is a carb-on-the-tank Briggs engine, replace the rubber diaphragm that fits between the carb and the tank. Almost certain fix.
