I have Samsung TL100 camera. when try to power on, it beeps 3 times and turn off.

Are you sure you battery pack is fully charged? If yes then there is a hardware problem on your camera that's why when the system detected that, it automatically shuts itself off. Usually this is caused by a lens error. The camera cannot retract out the lens because there may be a grit of sand or dust build up in between the lens barrel and the camera. Here is what you try to do:

Hold the camera with your right hand with the lens facing the ground. Then hit the camera's base to your left palm as you turn on the camera. This aims to take off that grit and the lens to retract out. You may need to do this several times.

Base from the description of your problem this can be an issue with the lens of the camera, first thing that we need to do is to make sure battery is fully charge.

Then power on the camera , Press the Playback button on the back of the camera , the lens should retract and camera should be fine after that but if still same problem try this following steps.

Place the camera flat on its back on a table, pointed at the ceiling. Press and hold the shutter button down, and at the same time press the power-on button.

Blow compressed air in the gaps around the lens barrels with the idea of blowing out any sand or grit that may be in there jamming the lens. Other variations include blowing with a hair dryer in “no heat” setting, or sucking the gaps with a vacuum .
