I am using a dell optiplex gx620 pc at this moment and the fan rarely runs admittedly as this is a small system i.e. very slim and I have the side cover off to accommodate a larger size graphics card and it keeps quite cool.
The fan should only run when it needs to cool down the possessor I rarely hear mine run.
Unless the computer overheating I wouldn’t worry but if you are you can clip off the side and test it with a battery.
Its easy to get at it's located at the bottom left of the motherboard connected to the board by a plug with a blue black red yellow multi cable pull off the cable and externally test the fan.

Alert! heatsink not connected and system halted

well YEAH! the cpu has overheated because the heatsink and/or fan over the cpu has to keep it cool. if it overheats(easily done), your system will stop and it won;t start if the fan does not spin. fix the fan/heatsink. it possilby could have killed the cpu too? not sure.

Dell Optiplex GX620 Desktop PC's south bridge IC heats up abnormally...

Check the capacitors on the motherboard, Dell had a BIG problem with faulty capacitors on the GX270, GX520, GX620, GX745 and GX755 units. The parts would cause the unit to either not boot at all or lockup booting or running programs. I would bet you have some that are just beginning to fail and the motherboard power is not stable which would mean the chips are not getting enough power. Here is a link to an article about the issue and what to look for on your board.

Few days back, when i switched on my pc, just fan starts with noise.. i turned it off then on.. it was working fine, but next morning when i switched it on again.. it was dead, no starting no light...

Check your motherboard for capacitor failure, the Dell Optiplex GX270, GX520, GX620, GX745 and GX755 units are know to have problems. When the machines were under warranty Dell would replace the motherboards because of this issue but they are not covered any longer. If you can solder then you can repair your board. Here is a link to an article that shows what to look for and how to repair the problem.
