Question about HP Pavilion F1503 15" LCD Flat Panel Monitor
Check the power supply caps, solder joints first.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.
Capacitors kit: http://lcdalternatives.auctivacommerce.com/ he can make you a set of caps for you.

THis is a problem of the invertor board. If you are technically able you need to disasseble the monitor and resolder components around the red or yellow inverter transformers.

i have a problem with this monitor too. i have been plugging it in and turning it on and i see that the display is working fine but the black light only stays on for a split second. i did take it apart and checked the lights and found that the top black light is not turning on while the bottom one stays on for a split second. i believe there is a problem in the circuitry and if i do need a new piece how much would this cost?

If you can see a very faint image in the background on the the monitor it is a invertor or backlight issue, try resoldering the coils on the monitors mainboard, This is a common issue with this model
