If, I am not mistaken there is a kind of flat dial next to length control and to try 3 as a good starting point.

How do I set the bobbin tension

How to change the tension on a sewing machine?
Adjust your top tension if it's too tight. To decrease your top tension if it is too tight, turn your knob so the numbers are decreasing. Try ½ to 1 number lower, then test the stitches on a piece of scrap fabric. Continue until it looks even on both sides and you can no longer see the bottom thread on the top.

How do you adjust everything in the bobbin casing is there seems to be a lot of adjustments and I'm clueless

Why are you wanting to adjust the bobbin mechanics? What is your machine doing or not doing that you think it should? Usually, tension adjustments are made on the top tension. Bobbin tension adjustments are seldom adjusted unless the top tension does not address the issue.

How to adjust tension on bottom?

Usually, tension adjustments are made to the top. The bobbin tension is adjusted mainly only when using a different weight of thread (either very thin or very thick). Very seldom is the bobbin tension changed.

What are the correct top & bottom tensions for this machine?

Both tensions are preset at the factory. Normally, the bobbin tension is the last one to adjust. Most often tension adjustments are made to the top thread. The factory standard setting for the upper thread is the midway point between the high & low numbers, however, each machine is different and may need slight readjustment.

The tensions are correct when both, the upper and bobbin, threads meet in the middle of the fabric. Tension is not static. Differing fabric weights, thread, or needle sizes may necessitate a change to tension. Lighter weight fabrics like chiffon will require a different tension setting than heavy fabrics like denim. Always test first on scraps of the fabric you plan to sew. Get the tension set the way you want it before you begin sewing your project.

How do I set bobbin tension?

Generally bobbin tension is the last thing to try to adjust on your machine. Most sewists adjust the bobbin tension ONLY if they are using very lightweight or very heavyweight thread in the bobbin. Most sewists will advise to make all possible adjustments to the top tension before tackling the bobbin tension to resolve issues.

How to adjust the bobbin tension.

According to the manual, you should not need to adjust the bobbin tension (and I located other sites which stated the bobbin tension cannot be adjusted on this machine). Apparently, all the tension adjustment is accomplished through the upper thread::
"EN Thread Tension Upper thread tension Basic thread tension setting: "4". (1) To increase the tension, turn the dial to the next number up. To reduce the tension, turn the dial to the next number down. A. Normal thread tension for straight stitch sewing. B. Thread tension too loose for straight stitch sewing. Turn dial to higher number. C. Thread tension too tight for straight stitch sewing. Turn dial to lower number. D. Normal thread tension for zig zag and decorative sewing. Correct thread tension is when a small amount of the upper thread appears on the bottom side of fabric. Lower thread tension The bobbin tension has been set correctly at the factory, so you do not need to adjust it. Please note: - Proper tension setting is important for strong seams. - There is no single tension setting appropriate for all stitch functions, thread or fabric. - A balanced tension (identical stitches both top and bottom) is usually only desirable for straight stitch construction sewing. - 90% of all sewing will be between "3" and "5". - For zig zag and decorative sewing stitch functions, thread tension should generally be less than for straight stitch sewing. - For all decorative sewing you will always obtain a nicer stitch and less fabric puckering when the upper thread appears on the bottom side of your fabric. 1 A B C 22 D"

Doing further research, I found this statement on a machine review site:
"After reading reviews online from where I've bought my drop-in bobbin machines, I think many of the negative reviews are due to the bobbin thread coming up without laying across the bobbin. It can cause the stitches to look very sloppy and no amount of tension adjusting can fix the stitches."

There are several machine review sites wherein 4423 owners stated their disappointment in the 4423's performance. Some said the machine failed almost immediately and others said the machines developed problems when sewing heavy fabric.

Model 1507 tension

I'm sorry, but you will have to be more specific. There is a top and bottom tension. The top tension is adjusted using a dial of some kind, visible on your machine. It has numbers on it; generally the lower the number, the tighter the tension. The bobbin tension generally does not need adjusting, although it can be adjusted. Please write again to let me know what it is doing that leads you to believe the tension needs adjusting.
